The Federal Office of Public Health (FOPH) is modernizing the categories for insurance models with restricted choice of service providers. Starting in 2027, new terms such as PRAXIS, PHARM, TEL_DIG, and FLEX will be introduced.
Because previous categories could no longer be clearly distinguished—especially between "family doctor" and "HMO"—the FOPH is implementing a clearer, updated structure.
Overview of the New Categories
1. PRAXIS: Combines former "family doctor" and "HMO" models. The first point of contact is always a specified doctor's office or medical center.
2. TEL_DIG: The initial contact takes place via phone or digitally (telemedicine center or app).
3. PHARM: A brand new category where the first point of contact is a partner pharmacy of the insurer.
4. FLEX: Offers a choice between multiple initial contact points (e.g., flexibly choosing between a family doctor and telemedicine).
